Abstract

“Choose to be different, choose to succeed” is an affirmation that has been accepted in Vietnam for many years. But we always wonder if there is a "right to be different" in a country where the mode of operation in the organization is "centralized, democratic" - A mode of operation that needs to ensure all individuals and communities are treated in accordance with their unique cultural needs and differences. Culture is approached from many different ways, from less to more, from low to high, and from incomplete to more complete. Culture thereby has many definitions and cultural rights. Cultural rights are understood as human rights in order to ensure the implementation and enjoyment of culture in conditions of equality, regardless of human dignity, and without discrimination. In particular, the rights related to the topics of language, culture and art, culture of life, cultural heritage, intellectual property rights, etc. This article wants to approach clarifying cultural rights, cultural diversity, and cultural indicators of human development. The issue of the right to be different and calls for assurance that relationships do not diminish or devalue the individual or group of people with any difference in reality, as an alliance with the issue of cultural security. The cultural security is a key factor and the key to the equitable implementation of the right to cultural enjoyment, and at the same time to prevent and reverse the degradation of culture and social morality in the period of world integration.
